Section 2(a)(12) of the Commodity Exchange Act ( 7 U.S.C. 2(a)(12) ), as amended by sections 206 and 208(a) of this Act, is amended by adding at the end the following: The Commission shall direct its staff to develop and publish in any proposed rule a plan for— when and for how long the proposed rule will be subject to public comment; and by when compliance with the final rule will be required. .
