Section 504 of the Public Health Service Act ( 42 U.S.C. 290aa–3 ) is amended— by adding at the end of subsection
(b)the following: At least half of the members of any peer review group established under subsection
(a)shall have a degree in medicine, or an equivalent doctoral degree in psychology, or be a licensed mental health professional. Before awarding a grant, cooperative agreement, or contract, the Secretary shall provide a list of the members of the peer review group responsible for reviewing the award to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate. ; and by adding at the end the following: Peer review under this section shall ensure that any research concerning an intervention is based on scientific controls and standards indicating whether the intervention reduces symptoms, improves medical or behavioral outcomes, and improves social functioning. .
