The Assistant Secretary for Mental Health and Substance Use Disorders shall transfer all functions and responsibilities of the Center for Behavioral Health Statistics and Quality to the National Mental Health Policy Laboratory, established under section 501A. Section 505 of the Public Health Service Act ( 42 U.S.C. 290aa–4 ) is amended— in subsection (a), by striking acting through the Administrator and inserting acting through the National Mental Health Policy Laboratory under the Assistant Secretary for Mental Health and Substance Use Disorders (in this section referred to as the ;
Assistant Secretary ) with respect to mental illness and substance abuse in subsections (a)(2) and (d), by striking Administrator each place it appears and inserting Assistant Secretary ; and in subsection (b)— by striking Administrator each place it appears and inserting Assistant Secretary ; by striking and at the end of paragraph (3); by striking paragraph (4); and by adding at the end the following: the number of individuals with serious mental illnesses, including those with schizophrenia, bipolar disorder, or major depressive disorder; the number of individuals admitted to hospital emergency rooms as a result of serious mental illness; the number of individuals who receive inpatient care and are subsequently readmitted to the hospital as a result of their condition within two years; and other public health outcomes including mortality rates for individuals with serious mental illness. .
