(3)of section 502(b) of the Public Health Service Act ( 42 U.S.C. 290aa–1(b) ) is amended by adding at the end the following: No fewer than half of the members of an advisory council shall— have a medical degree; have an equivalent doctoral degree in psychology; or serve as a licensed mental health professional. .
