Section 501 of the Public Health Service Act ( 42 U.S.C. 290aa ) is amended— in subsection (c)(2), by striking Secretary and inserting Assistant Secretary for Mental Health and Substance Use Disorders ; in subsection (d)— in paragraph (2)— by striking and mental illness ; and by striking promote mental health ; in paragraph (4), by inserting related to substance abuse after related services ; in paragraph (6), by striking and individuals with mental illness and to develop appropriate mental health services for individuals with such illnesses ; and in paragraph (18), by striking mental illness or ; in subsection (h), by inserting at the end the following:
For any such peer review group reviewing a proposal or grant related to mental illness, no fewer than half of the members of the group shall have a medical degree, or an equivalent doctoral degree in psychology and clinical experience. ; in subsection (l)— in paragraph (2), by striking and at the end; in paragraph (3), by striking the period at the end and inserting ; and ; and by adding at the end the following: At least 30 days before awarding a grant, cooperative agreement, or contract, the Administrator shall give written notice of the award to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate. ; and in subsection (m)— in paragraph (1), by striking 2.5 percent and inserting 1.5 percent ; and in paragraph (3), by striking Secretary and inserting Assistant Secretary for Mental Health and Substance Use Disorders .
