The National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3101 et seq. ) is amended by adding at the end the following new subtitle: The recipient of a competitive grant that is awarded by the Secretary under a covered law shall provide funds, in-kind contributions, or a combination of both, from sources other than funds provided through such grant in an amount at least equal to the amount of such grant. The matching funds requirement under subsection
(a)shall not apply to grants awarded— to a research agency of the Department of Agriculture; or to an entity eligible to receive funds under a capacity and infrastructure program (as defined in section 251(f)(1)(C) of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 6971(f)(1)(C) )), including a partner of such entity. In this section, the term covered law means each of the following provisions of law: This title. Title XVI of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5801 et seq. ). The Agricultural Research, Extension, and Education Reform Act of 1998 ( 7 U.S.C. 7601 et seq. ). Part III of subtitle E of title VII of the Food, Conservation, and Energy Act of 2008 ( 7 U.S.C. 3202 et seq. ). The Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i ). . (9)of subsection
(b)of the Competitive, Special, and Facilities Research Grant Act ( 7 U.S.C. 450i(b) ) is amended— by striking subparagraph (B); in the heading, by inserting after for equipment grants ; funds by striking ; and
(A)Equipment grants.— by redesignating clauses
(i)and
(ii)as subparagraphs
(A)and (B), respectively, and moving the margins of such subparagraphs two ems to the left. Section 1492 of the National Agricultural, Research, Extension, and Teaching Policy Act of 1977, as added by subsection (a), shall apply with respect to grants described in such section awarded after October 1, 2013, unless the provision of a covered law under which such grants are awarded specifically exempts such grants from the matching funds requirement under such section. A matching funds requirement in effect on or before October 1, 2013, under a covered law shall continue to apply to a grant awarded under such provision of law on or before that date.
