It is the sense of the Congress that— institutions of higher education designated under the Act of August 30, 1890 (commonly known, and referred to in this section, as the Second Morrill Act ; 7 U.S.C. 321 et seq. ) have played an integral role in the education and advancement of agriculture and mechanic arts for over a century; in addition to those institutions, a number of colleges and universities have fulfilled similar and parallel missions in successfully training and graduating generations of students who have gone on to be leaders in their field; the colleges and universities, both with and without designation under the Second Morrill Act, fulfill a vital role to the future of industry, opportunities for increased job creation, and the strength of agriculture in the United States;
Congress must ensure that the United States’ higher education framework and policies meet the needs of young individuals in the United States, and that students from across the country are able to choose from a variety of institutions and programs that will equip them with the skills and training necessary to achieve their individual goals; and as Congress and the agricultural community generally consider policies and approaches to improve research, extension, and education in the agricultural sciences, expansion of the land grant program under the Second Morrill Act to include enhanced funding and additional institutions should be considered.
