48.13 Jurisdiction over children alleged to be in need of protection or services. Except as provided in s. 48.028
(3), the court has exclusive original jurisdiction over a child alleged to be in need of protection or services which can be ordered by the court if one of the following applies:
(1)The child is without a parent or guardian.
(2)The child has been abandoned.
