69 Stat. 536 Public Law 249 chapter 575 AN ACT To revive section 3 of the District of Columbia Public School Food Services Act.August 5, 1955 [[S. 665](/us/bill/84/s/665)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,D.C., school cafeteria employees. Retirement. That, elective October 8, 1951, section 3 of the Act entitled “An Act to establish a Department of Food Services in the Public Schools of the District of Columbia, and for other purposes.’, approved October 8, 1951 [65 Stat. 368](/us/stat/65/368). [D.
C. Code 31–1403 note](/us/dcc/31–1403).(Public Law 159, Eighty-second Congress), is hereby revived and section 3 of the Act entitled “An Act to increase the salaries of the Metropolitan Police, the United States Park Police, the White House Police, members of the Fire Department of the District of Columbia and employees of the Board of Education of the District of Columbia”, approved October 25, 1951 (Public Law 207, Eighty-second Congress),[65 Stat. 637](/us/stat/65/637). is hereby repealed.
Sec. 2. The second sentence of section 8 of the Act entitled “An Act for the retirement of public-school teachers in the District of [60 Stat. 879](/us/stat/60/879);Columbia.’,[66 Stat. 19](/us/stat/66/19). [D. C. Code 31–728](/us/dcc/31–728). approved August 7, 1946, as amended, is amended by inserting immediately before the colon immediately preceding the first proviso thereof the following: “; and
(f)continuous temporary service as an employee of any cafeteria or lunchroom operated in the public school buildings of the District of Columbia during any period prior to the date on which such cafeteria or lunchroom is placed under the Office of Central Management, Department of Food services, District of Columbia, and immediately prior to probationary appointment as a teacher in the public schools of the District of Columbia”. [5 USC 151a](/us/usc/t5/s151a). That section 1 of the Act of May 26, 1949 (63 Stat. Ill; 5 U. S. C. 151 (a)), is hereby amended to read as follows: " “There shall be in the Department of State in additionUnder Secretaries and assistant Secretaries. to the Secretary of State an Under Secretary of State, three Deputy Under Secretaries of State, and ten Assistant Secretaries of State.” " Sec. 2. Section 2 of said Act is hereby amended to read as follows: " “The Secretary of State and the officers referred to in section 1 of this Act, as amended, shall be appointed by the President, by and with the advice and consent of the Senate. The Counselor of the DepartmentCounselor and Legal Adviser. of State and the Legal Adviser who are required to lie appointed by the President, by and with the advice and consent of the Senate, shall rank equally with and shall receive the same salary as the Assistant Secretaries of State. Any such officer holding office at the time the provisions of this Act, as amended, become effective shall not be required to be reappointed by reason of the enactment of this Act, as amended. Unless otherwise provided for by law, the rate of basic compensation of the Deputy finder Secretaries of State shall be the same as that of Assistant Secretaries of State.” " 69 Stat. 537 Sec. 3. The President may initially fill two of the Deputy Under Secretary positions established in section 1 of this Act by appointing, without further advice and consent of the Senate, the two Deputy Under Secretaries of State who, on the date of the enactment of this Act, held that designation pursuant to authority contained in section 2 of the Act of May 26, 1949 (63 Stat. 111).[5 USC 151b](/us/usc/t5/s151b). Sec. 4. Section 412 of the Foreign Service Act of 1946 (60 Stat. 999), as amended[22 USC 867](/us/usc/t22/s867). (hereinafter referred to as “such Act”), is amended by striking the first sentence of said section and by inserting in lieu thereof the following: “There shall be eight classes of Foreign Service officers, including the classes of career ambassador and of career minister. The per annum salary of a career ambassador shall be the same as that for an Assistant Secretary of State.”. Sec. 5. Section 501
(a)of such Act is amended by adding the phrase[22 USC 901](/us/usc/t22/s901). “career ambassadors and” immediately following the word “including”. Sec. 6. Section 502
(a)of such Act is amended by inserting[22 USC 902](/us/usc/t22/s902). the phrase “class of career ambassador and” immediately following the phrase “qualified for appointment to the”, and by adding the following sentence at the end of said subsection: “No person shall be appointed into the class of career ambassador who has not
(1)served for at least fifteen years in a position of responsibility in a Government agency, or agencies, including at least three years as a career minister;
(2)rendered exceptionally distinguished service to the Government; and
(3)met such other requirements as the Secretary shall prescribe.”, Sec. 7. Section 518 of such Act is amended by inserting the words[22 USC 913](/us/usc/t22/s913). “career ambassador or” immediately following the phrase “to the class of”. Sec. 8. Section 631 of such Act is amended by inserting the words[22 USC 1001](/us/usc/t22/s1001). “a career ambassador or” immediately after the words “who is”. Sec. 9. Section 632 of such Act is amended by inserting the words[22 USC 1002](/us/usc/t22/s1002). “a career ambassador or” immediately following the words “who is not”. Sec. 10.

(a)of such Act is amended by striking[22 USC 1071](/us/usc/t22/s1071). out “811. (a)” and inserting “811.” in lieu thereof and by striking out the phrase “of all participants“ and inserting in lieu thereof the words “received by each participant”.
