Chap. XVI, art. 42 RR) (1000–1005) CHAPTER XVI Miscellaneous Stations and Services ARTICLE 42 Amateur Stations 1000 § 1. Radiocommunications between amateur stations of different countries shall be forbidden if the administration of one of the countries concerned has notified that it objects to such radiocommunications. 1001 § 2.
(1)When transmissions between amateur stations of different countries are permitted they must be made in plain language and must be limited to messages of a technical nature relating to tests and to remarks of a personal character for which, by reason of their unimportance, recourse to the public telecommunications service is not justified. It is absolutely forbidden for amateur stations to be used for transmitting international communications on behalf of third parties. 1002
(2)The preceding provisions may be modified by special arrangements between the countries concerned. 1003 § 3.
(1)Any person operating the apparatus in an amateur station must have proved that he is able to transmit, and to receive by ear, texts in Morse code signals. Administrations concerned may, however, waive this requirement in the case of stations making use exclusively of frequencies above 1 000 (one thousand) Mc/s. 1004
(2)Administrations shall take such measures as they judge necessary to verify the qualifications, from a technical point of view, of any person operating the apparatus of an amateur station. 1005 § 4.
