(4)The radiotelegraph service of ships for which a radiotelegraph installation is not made compulsory by international agreements, as well as the radiotelephone service of ship stations and aircraft stations for which only a restricted radiotelephone operator’s certificate is required, may be carried out by an operator holding a radiotelegraph operator’s special certificate. 515 § 7. Exceptionally, the second class radiotelegraph operator’s certificate as well as the radiotelegraph operator’s special certificate may be limited exclusively to the radiotelegraph service. (2)Each administration is free to fix the number of examinations necessary to obtain each certificate. 518 § 9.
