(/us/pl/76/91)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Agricultural Adjustment Act, amendment. That section 3 of the Act entitled “An Act to amend the Agricultural Adjustment Act, as amended, by including hops as a commodity to which orders [52 Stat. 215](/us/stat/52/215).[7 U. S. C., Supp. IV, § 608c–1](/us/usc/t7/s608c–1).under such Act are applicable”, approved April 13, 1938, is amended to read as follows:
" “Sec. 3. Time extended in which orders, etc., under, may be applicable to hops. No orders issued pursuant to section 8c of the Agricultural Adjustment Act, as amended, shall be applicable to hops after September 1, 1942.” " Approved, May 26, 1939. C. § 85](/us/usc/t46/s85). sec. 85), entitled “An Act to establish load lines for American vessels, and for other purposes”, is amended to read as follows:
" “Load lines are hereby established for the following vessels:Load lines established.Merchant vessels loading at or proceeding to sea from ports within United States. “(a) Merchant vessels of one hundred and fifty gross tons or over, loading at or proceeding to sea from any port or place within the United States or its possessions for a foreign voyage by sea, the Great Lakes excepted. “(b) Merchant vessels of the United States of one hundred andAmerican vessels at foreign ports. fifty gross tons or over, loading at or proceeding to sea from any foreign port or place for a voyage by sea, the Great Lakes excepted.
“(c) This Act shall not apply to merchant vessels that are beingVessels being towed carrying neither cargo nor passengers. towed and which are carrying neither cargo nor passengers.” " Sec. 2. That section 8
(c)of the Act of March 2, 1929 (45 Stat.[45 Stat. 1494](/us/stat/45/1494).[46 U. S. C. § 85g (c)](/us/usc/t46/s85g/c). 1494; U. S. C., 1934 edition, title 46, sec. 85g (c)), is amended to read as follows: " “If any person shall knowingly permit or cause or attempt to causePenalties for violations, etc. any vessel subject to this Act and to the regulations established thereunder to depart, or if, being the owner, manager, agent, or master of such vessel, he shall fail to take reasonable care to prevent her from departing from her loading port or place when loading in violation of section 4, or if any person shall knowingly permit or cause or attempt to cause a foreign vessel exempted pursuant to section 5 to depart, or if, being the owner, manager, agent, or master of such vessel, he shall fail to take reasonable care to prevent her from departing from her loading port or place when loaded more deeply than permitted by the laws and regulations of the country to which she belongs, he shall, in respect of each offense, be liable to the United States in a penalty of $500. The Secretary of Commerce may, in his discretion,Remission or mitigation of penalty. remit or mitigate any penalty imposed under this paragraph.” " Approved, May 26, 1939.
