(h)of section 344 of the Agricultural Adjustment Act of 1938, as amended, is amended by striking out the words “for the crop year 1938”, and inserting in lieu thereof the words “for any crop year”; and by striking out the words “for 1938” where they appear in the first proviso of such subsection: *Provided*, That hereafter such allotment of acreage in counties shall be to such farms as the County Committee of such county may designate. In making such designation the County Committee shall consider only the character and adaptability of the soil and other physical facilities affecting the production of cotton and the need of operator for an additional allotment to meet the requirement of the families engaging in the production of cotton on the farm in such year.
