(/us/pl/76/339)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* Narcotic drug Acts. That the Act entitled “An Act to provide for advances of funds by special disbursing agents in connection with the enforcement of Acts relating to narcotic drugs”, [45 Stat. 374](/us/stat/45/374).[31 U. S. C. § 529a](/us/usc/t31/s529/a).approved March 28, 1928, as amended (U. S. C., title 31, sec. 529a), is hereby amended to read as follows:
" Advance of funds for enforcement of, authorized.“That the Commissioner of Narcotics, with the approval of the Secretary of the Treasury, is authorized to direct the advance of funds by the Division of Disbursement, Treasury Department, in connection with the enforcement of the Act entitled ‘An Act to provide for the registration of, with collectors of internal revenue, and to impose a special tax upon, all persons who produce, import, manufacture, compound, deal in, dispense, sell, distribute, or give away opium or coca leaves, their salts, derivatives, or preparations, and for 53 Stat. 1263other purposes’, approved December 17, 1914, as amended; the Act[38 Stat. 785](/us/stat/38/785).[26 U. S. C. §§ 1040–1054, 1383–1391;
Supp. IV, §§ 1041, 1383](/us/usc/t26/s1040–1054/1383–1391/1041/1383). entitled ‘An Act to amend an Act entitled “An Act to prohibit the importation and use of opium for other than medicinal purposes”, approved February 9, 1909’, as amended, known as the ‘Narcotic Drugs[42 Stat. 596](/us/stat/42/596).[21 U. S. C. §§ 171, 173–177, 180, 182, 184, 185](/us/usc/t21/s171/173–177/180/182/184/185). Import and Export Act’; and the Act entitled ‘An Act to impose an occupational excise tax upon certain dealers in marihuana, to impose a transfer tax upon certain dealings in marihuana, and to safeguard the revenue therefrom by registry and recording’, approved August 2,[50 Stat. 551](/us/stat/50/551).[26 U.
S. C., Supp. IV, §§ 1399–1399q](/us/usc/t26/s1399–1399q). 1937, known as the ‘Marihuana Tax Act of 1937’. “Sec. 2. The Commissioner of Customs, with the approval of theCommissioner of Customs to direct advances. Secretary of the Treasury, is authorized to direct the advance of funds by the Division of Disbursement, Treasury Department, in connection with the enforcement of the customs laws. “Sec. 3. A certificate by the Commissioner of Customs or the CommissionerConfidential expenditures; certificate by designated Commissioners. of Narcotics, as the case may be, stating the amount of an expenditure made from funds advanced and certifying that the confidential nature of the transaction involved renders it inadvisable to specify the details thereof or impracticable to furnish the payee’s receipt shall be a sufficient voucher for the sum expressed to have been expended.
“Sec. 4. The provisions of this Act shall not affect payments madeProvisions respecting foreign payments and reimbursements not affected. for the Bureau of Customs in foreign countries, nor the right of any customs or narcotics officer or employee to claim reimbursement for personal funds expended in connection with the enforcement of the customs or narcotics laws. “Sec. 5. Advances pursuant to this Act in connection with theProhibition against advances waived. enforcement of the customs or narcotics laws may be made, notwithstanding the provisions of section 3648 of the Revised Statutes of the[R.
S. § 3648](/us/rs/s3648).[31 U. S. C. § 529](/us/usc/t31/s529). United States (U. S. C., title 31, sec. 529), from the appropriations available for the enforcement of such laws. The Secretary of theRules to be prescribed. R. 6662](/us/bill/76/hr/6662)][[Public, No. 340](/us/pl/76/340)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That the consent ofSusquehanna River.Bridge authorized across, at Harrisburg, Pa. Congress is hereby granted to the Dauphin County, Pennsylvania, Authority, a body corporate and politic heretofore created and existing under and by virtue of an act of the General Assembly of Pennsylvania, known as the Municipality Authorities Act of one thousand nine hundred and thirty-five, as amended, to construct, maintain, and operate a highway bridge and approaches thereto across the Susquehanna River, at a point suitable to the interests of navigation, at or near the city of Harrisburg, Pennsylvania, in accordance with the provisions of the Act entitled “An Act to regulate the construction of bridges over navigable waters”, approved March 23, 1906, and[34 Stat. 84](/us/stat/34/84).[33 U. S. C. §§ 491–498](/us/usc/t33/s491–498). subject to the conditions and limitations contained in this Act.
Sec. 2. If tolls are charged for the use of such bridge, the rates ofApplication of tolls, if charged, to operation, sinking fund, etc. toll shall be so adjusted as to provide a fund sufficient to pay the reasonable cost of maintaining, repairing, and operating the bridge 53 Stat. 1264and its approaches under economical management, and to provide a sinking fund sufficient to amortize the cost of the bridge and its approaches, including interest at a rate not to exceed 5 per centum per annum and reasonable financing cost, as soon as possible under reasonable charges, but within a period not to exceed twenty years Maintenance as free bridge after amortizing costs, etc.Record of expenditures and receipts.from the date of approval of this Act.
After a sinking fund sufficient for such amortization shall have been so provided, such bridge shall thereafter be maintained and operated free of tolls. An accurate record of the costs of the bridge and its approaches, the expenditures for maintaining, repairing, and operating the same, and of the daily tolls collected, shall be kept and shall be available for the information of all persons interested. Sec. 3. Amendment. The right to alter, amend, or repeal this Act is hereby expressly reserved.
