(/us/pl/76/282)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, District of Columbia.Building associations.Abatement of personal property taxes against insolvent, in certain cases. That whenever and after any building or homestead association, which was incorporated or doing business under the law of the District of Columbia, has ceased to do business by reason of insolvency no tax on personal property, either tangible or intangible shall be levied, assessed, or collected by the District of Columbia against or from such association if such tax shall diminish the assets of such association necessary for the payment of the full amount due on share accounts in, or on shares of, such association to the holders thereof, and such tax, if heretofore levied, shall be abated as against any such associations as are or have been found by the Comptroller of the Currency to be insolvent.

That the Secretary of War be, and he is hereby, authorized and empowered, under such terms and conditions as are deemed advisable by him, to grant to Keystone Pipe Line Company, its successors and/or assigns, an easement for a right-of-way for oil-pipe lines over, across, in, and upon the Middletown Air Depot Military Reservation, in the State of *Provisos*.Condition.Pennsylvania: *Provided*, That such right-of-way shall be granted only upon a finding by the Secretary of War that the same will be in the public interest and will not substantially injure the interest of the United States in the property affected thereby: *Provided further*, Reversionary provisions.That all or any part of such right-of-way may be annulled and forfeited by the Secretary of War if the property is needed for governmental purposes or for failure to comply with the terms or conditions of any grant hereunder, or for nonuse or for abandonment of rights granted under authority hereof.
