[10 U. S. Alterations, etc., of certain vessels, cost limitation modified. *Ante*, p. 582. alterations and repairs to certain naval vessels, and for other purposes, approved April 20, 1939 (Public, Numbered 37, Seventy-sixth Congress), be, and the same is hereby, amended by striking out in the proviso the figures “$5,000,000” and inserting in lieu thereof “$5,500,000”, so as to make the proviso read:

(c)of section 2 of title IV of the District of Columbia Revenue Act of 1937, as amended, is amended to read as follows: " “(c) Every registration made under this title shall expire at midnight Registration, expiration date. on the last day of the registration year for which the registration was made, unless the time be extended by the Commissioners. Any Renewals. such registration may be renewed for the ensuing registration year upon application made by the owner during the months of February and March, and upon payment of the fees required by law. During the month of March it shall be lawful to operate a motor vehicle 53 Stat. 1046 Beginning of registration year. *Proviso*. Extension of period ending February 29, 1940. registered for the ensuing registration year. For the purposes of this title, a registration year shall be deemed to begin on April 1 and end on March 31: *Provided*, That motor vehicles that may have been registered for the period ending February 29, 1940, shall be deemed to be registered for the registration year ending March 31, 1940.” " Sec. 2. (c)of section 3 of such title, as amended, is amended by striking out “September” and inserting in lieu thereof “October.” Sec. 3. Public vehicles, fees. *Ante*, p. 570. That subparagraphs

(d)of paragraph 31 and paragraph 33 of an Act entitled “An Act to amend section 7 of an Act entitled ‘An Act making appropriations to provide for the government of the District of Columbia for the fiscal year ending June [47 Stat. 555](/us/stat/48/555). Code, Supp. IV, § 1731(c), (d); 1733](/us/dcc/s20/1731c/d/1733). 30, 1903, and for other purposes’, approved July 1, 1902, and for other purposes”, approved July 1, 1932, are amended to read as follows: " “(c) Vehicles of eight passenger, etc., capacity. Owners of passenger vehicles for hire having a seating capacity of eight passengers or more, in addition to the driver or operator, other than those licensed in the preceding subparagraph, shall pay Display of license. a license tax of $100 per annum for each vehicle used. No such vehicle shall be operated unless there shall be conspicuously displayed therein a license issued under the terms of this subparagraph. Date of licenses. Licenses issued under this subparagraph shall date from April 1 of each year, but may be issued on or after March 15 of such year: *Proviso*. Expiration provision; fee. *Provided, however*, That all licenses issued for a period prior to April 1, 1940, shall expire on March 31, 1940, and the license fee therefor shall be prorated accordingly. “(d) Other passenger vehicles. Owners of passenger vehicles for hire, whether operated from a private establishment or from public space, other than those licensed in the two preceding subparagraphs, shall pay a license tax of $25 per annum for each such vehicle used in the conduct of Public stands. their business. Stands for such vehicles upon public space, adjacent to hotels or otherwise, may be established in the manner provided in section 6
(e)of the Act entitled ‘An Act to amend the Acts approved [46 Stat. 1426](/us/stat/46/1426). [6 D. C. Code, Supp. IV, § 243 (e)](/us/dcc/s6/243/e). Police regulations. March 3, 1925, and July 3, 1926, known as the District of Columbia Traffic Acts, and so forth’. The Public Utilities Commission is hereby authorized to make and enforce all such reasonable and usual police regulations as it may deem necessary for the proper conduct, control, and regulation of all vehicles described in this and the preceding Date of licenses. subparagraphs and paragraph 33 hereof. Licenses issued under this subparagraph shall date from April 1 of each year, but *Proviso*. Expiration provision; fee. may be issued on or after March 15 of such year: Provided, however, That all licenses issued for a period prior to April 1, 1940, shall expire on March 31, 1940, and the license fee therefor shall be prorated accordingly. “Par. 33. Vehicles for hire used in hauling goods, etc. *Ante*, p. 570. Stands. Owners of vehicles for hire, used in hauling goods, wares, or merchandise, and operating from public space, shall pay a license tax of $25 per annum for each vehicle. Stands for such vehicles upon public space may be established in the manner provided in section 6
