S. C. § 311a](/us/usc/t40/s311a). to the United States which have become unfit for service may be destroyed or put out to pasture.

R. 10154](/us/bill/75/hr/10154)][[Public, No. 628](/us/pl/75/628)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the SecretaryVeterans of Foreign Wars.Loan of Army equipment for encampment at Columbus, Ohio. of War is authorized to lend, at his discretion, to the Veterans of Foreign Wars of the United States for use at their national encampment to be held in Columbus, Ohio, from August 21 to August 26, 1938, such tents, cots, cot mattresses, and blankets, and other available stock out of the Army and National Guard supplies as such department may require to house properly veterans attending such encampment: *Provided*, That no expense shall he caused the United*Provisos*.No Federal expense.
States Government by the delivery and return of such property, the same to be delivered at such time prior to the holding of such encampment as may be agreed upon by the Secretary of War and the Veterans of Foreign Wars of the United States: *Provided further*, ThatBond. the Secretary of War, before delivering such property, shall take from such organization a good and sufficient bond for the safe return of such property in good order and condition, and the whole without expense to the United States.
