(/us/pl/75/531)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Merchant Marine Act, 1936, amendment.[49 Stat. 1987](/us/stat/49/1987).[46 U. S. C., Supp. III, § 1113](/us/usc/t46/s1113). That section 203 of the Merchant Marine Act, 1936, is hereby amended by inserting “(a)” after “Sec. 203.”, and by adding at the end of such section a subsection to read as follows: " “(b) U. S. Shipping Board (Emergency) Merchant Fleet Corporation employees.Payments to, on account of leave earned in 1918–19 approved.
All payments made by the United States Shipping Board (Emergency) Merchant Fleet Corporation to its employees in settlement of its liability arising out of contracts of employment between said United States Shipping Board (Emergency) Merchant Fleet Corporation and its employees on account of leave earned in the Release from liability to refund or repay.years 1918–1919 are hereby approved and confirmed. All persons to whom such payments were made are hereby released from any liability to refund or repay to the Government such payments, and no deductions on account of any such payments shall be made from any amounts otherwise due or payable out of Government funds to such persons.”" Approved, May 18, 1938.

Sec. 2. Acquisition of approaches, etc. There is hereby conferred upon the Interstate Bridge Commission of the State of New York and the Commonwealth of Pennsylvania all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State in which real estate or other property is situated, upon making just compensation therefor, to be ascertained and paid according to the laws of such State, and the proceedings therefor shall be the same as in the condemnation or expropriation of property for public purposes in such State.
Sec. 3. Amendment, etc. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, May 21, 1938.
