That the Secretary of War is hereby authorized to complete the project, adopted in the River and Harbor Act approved August 30, 1935, for the construction of groins to protect the sea wall at Galveston Harbor, Texas, in accordance with the plans submitted in House Document Numbered 400, Seventy-third Congress.
