That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Manuel L. Clay, father of Carlton Clay, a minor, of Stonington, George P. Jones.Payment to guardian of.Connecticut, the sum of $3,000, and to the legal guardian of George P.
Jones, a minor, of Mystic, Connecticut, the sum of $500, in full settlement of all claims against the United States for the death of the said Carlton Clay, on January 13, 1938, as a result of their being struck by a vehicle in the service of the Works Progress Administra52 Stat. 1365 tion on the Boston Post Road in the town of Stonington, Connecticut: *Provided*, That no part of the amount appropriated in this Act in*Proviso*.Limitation on attorney’s, etc., fees. excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
