McGown.Payment to. of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to L. P. McGown, Bangor, Maine, the sum of $188.88, in full satisfaction of his claim against the United States for compensation which he earned while serving as controller with the airway traffic-control station of the Bureau of Air Commerce, Department of Commerce, at Newark, New Jersey, from July 24, 1936, to August 27, 1936, which was denied because the Civil Service Commission did not approve his appointment to such position due to his lack of aeronautical training or experience: *Provided*, That no part of the amount appropriated*Proviso*.Limitation on attorney’s, etc., fees. in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
AnyPenalty for violation. person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be lined in any stun not exceeding $1,000. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Forest Lykins, of rural route numbered 1, Wheelersburg, Scioto County, Ohio, the sum of $553 in full satisfaction of his claim against the United States for damages for personal injuries suffered on May 25, 1936, when struck and thrown to the pavement by a truck, owned by the United States and operated by an employee of the *Proviso*.Limitation on attorney’s, etc., fees.Forest Service of the Department of Agriculture: *Provided*, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary Penalty for violation.notwithstanding.
