S. C. § 643](/us/usc/t5/s643). That the proviso of the second paragraph under the caption “Civil Service Commission” in the Act entitled “An Act making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June thirtieth, eighteen hundred and ninety-one, and for other purposes”, approved July 11, 1890, as amended, is hereby amended to read as follows:
" Applications for examinations.Certificate of residence to accompany.“Hereafter every application for examination before the Civil Service Commission for appointment in the departmental service in the District of Columbia shall be accompanied by a certificate of an officer, with his official seal attached, of the county and State of which the applicant claims to be a citizen, that such applicant was, at the time of making such application, a legal or voting resident of said county, and had been such resident for a period of not less than one Promotion or transfer.year next preceding, but this provision shall not apply to persons who may be in the service with civil-service status and seek promotion or appointment in other branches of the Government.

That the consent of Congress is hereby granted to the County Commissioners of Essex County, in the State of Massachusetts, and their successors and assigns, to construct, reconstruct, maintain, and operate a free highway bridge and approaches thereto across the Merrimack River between the city of Haverhill and the town of Groveland in the county of Essex, in the State of Massachusetts, at and near the locationConstruction.[34 Stat. 84](/us/stat/34/84).[33 U. S. C. §§ 491–498](/us/usc/t33/s491–498). of the existing bridge known as the Groveland Bridge, in accordance with the provisions of the Act entitled “An Act to regulate the construction of bridges over navigable waters”, approved March 23, 1906, and subject to the conditions and limitations contained in this Act.
Sec. 2. Amendment. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, May 15, 1937.
