(/us/pvtl/75/44)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, * Captain Eugene Blake, Jr., U. S. Coast Guard.Payment of court judgment against, authorized. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay to Phillip Hudson Phillips, out of any money in the Treasury not otherwise appropriated, the sum of $750, in full satisfaction of a judgment in that sum and any interest thereon or court costs in connection therewith, secured on October 12, 1934, by Phillip Hudson Phillips against Captain Eugene Blake, Junior, United States Coast Guard, in the case of Phillips against Blake (number XXXX), in the Southern Division of the United States District Court for the Northern District of California, arising out of the destruction of the motorboat Adanesne on October 25, 1932, as a potential menace to navigation, at the direction of Captain Blake, in the vicinity of San Pedro Point, San Mateo County, California, while such motorboat was in the possession of the said Phillips as salvor: *Provided*,*Proviso.*Limitation on attorney’s, etc., fees.
That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions ofPenalty for violation. this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
