(/us/bill/75/pvtl/325)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Southern Overall Company.Claim of, referred to Court of Claims. That the claim of the Southern Overall Company, growing out of proxy-signed contract of November 23, 1917, with the Quartermaster Corps for delivery of jumpers and trousers to the Quartermaster Corps during the World War, is hereby referred to the United States Court of Claims with jurisdiction to hear the same to judgment and with instructions to adjudicate the same upon the basis of the fair and reasonable value at the time of delivery of the jumpers and trousers delivered *Proviso*.Condition.thereunder not to exceed $1.36 per garment: *Provided*, That no recovery shall be had unless the court further finds that the delay in delivery was due to no fault of the contractor or to unforeseen causes beyond his control.
