(/us/pl/74/823).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Norfolk. Va.Commemorative medals authorized. That in commemoration of the three-hundredth anniversary of the original Norfolk (Virginia) land grant and the two-hundredth anniversary of the establishment of the city of Norfolk, Virginia, as a borough, there shall be struck at a mint of the United States to be designated by Number.the Director of the Mint twenty-five thousand commemorative medals of a special appropriate single design, size, weight, and composition to be fixed by the Director of the Mint with the approval of the Secretary of the Treasury.
Sec. 2.Delivery to Norfolk Advertising Board, Incorporated; payment. Such commemorative medals shall be delivered to the duly authorized officers of the Norfolk Advertising Board, Incorporated, affiliated with the Norfolk Association of Commerce, upon payment to the Director of the Mint of an amount to be fixed by the Director of the Mint not less than the estimated cost of manufacture, including labor, materials, dies, use of machinery, and overhead expenses; and security satisfactory to the Director of the Mint shall be furnished to indemnify the United States for the full payment of such cost.
Sec. 3.Counterfeiting, etc. Whoever shall falsely make, forge, or counterfeit or cause or procure to be falsely made, forged, or counterfeited or shall aid in falsely making, forging, or counterfeiting any medal issued under the provisions of this Act, or whoever shall sell or bring into the United States or any place subject to the jurisdiction thereof from any foreign place, or nave in his possession any such false, forged, or counterfeited medal, shall be fined not more than $1,000 or imprisoned not more than two years, or both.

S. C., p. 238](/us/usc/238).*Proviso.*Increase in Army commissioned strength. That section 11, (Corps of Engineers), National Defense Act, as amended, is hereby further amended to provide one additional assistant to the Chief of Engineers with the rank of brigadier general, and one hundred and eighty-five additional officers in grades from colonel to second lieutenant, inclusive: *Provided*, That the legally authorized commissioned strength of the Regular Army is increased by one hundred and eighty-five, which said increase shall be allotted to the Corps of Reserve officers for active duty.Engineers: *Provided further*, That the President is hereby authorized to call to active duty with the Regular Army such number of officers of the Organized Reserves and for such time as may be necessary to meet the demands made and to be made upon the Engineer Vol. 41, p. 776: [U.

C., p. 249](/us/usc/249).Funds available for designated officers on nonmilitary public works.Corps of the Regular Army notwithstanding the provisions of section 37a of the Act of June 3, 1916, as amended: *Provided*, That officers of the Corps of Engineers and the Reserve officers of the Corps of Engineers employed primarily on duty connected with nonmilitary public works prosecuted under the direction of the Chief 1975of Engineers, including river and harbor improvements, flood control, and other such works, shall, while so employed, be paid their pay and allowances, mileage and travel allowances from the appropriation for the work or works upon which they are employed: *And provided further*, That the number of officers so engaged and To be exclusive of commissioned strength of the Regular Army.so paid shall be exclusive of the commissioned strength of the Regular Army as now or hereafter limited by the funds appropriated for “Pay of the Army” in the annual War Department Appropriation Act.
