That the number of beneficiaries from the several States and Territories authorized by section 4865 of the Revised Statutes, as amended, for admission to the collegiate department of the Columbia Institution for the Deaf, be, and it hereby is, increased from one hundred and twenty-five to one hundred and forty-five.

That there is hereby authorized to be appropriated not to exceed $750,000 for the necessary housing for office and residence purposes for the establishment of the United States Representative in the Philippine Islands, including the acquisition of land, the purchase, construction, and reconstruction of buildings, and the procurement of furniture, furnishings, and equipment.
