That the Secretary of the Navy be, and he is hereby, authorized and directed to pay, out of the current appropriation, “Pay, subsistence, and transportation, Navy”, to Maud Kelley Thomas, sister of Orloff Allen Kelley, late chief machinist’s mate, United States Navy, an amount equal to six months’ pay at the rate said Orloff Allen Kelley was *Proviso*.Dependency to be established.receiving at the date of his death: *Provided*, That the said Maud Kelley Thomas establish to the satisfaction of the Secretary of the Navy that she was actually dependent upon her brother, Orloff Allen Kelley, at the time of the latter’s death, and the determination of such fact by the Secretary of the Navy shall be final and conclusive upon the accounting officers of the Government.
