License to practice the healing art in the District of Columbia granted to. any limitation relating to the time within which an application for a license must be filed, the Commission on Licensure to Practice the Healing Art in the District of Columbia is authorized and directed to issue a license to practice the healing art in the District of Columbia to Dr.

Carrigan. Payment to. *Ante,* p. 592. of the Treasury be, and he is hereby, authorized and directed to pay Anna S. Carrigan, widow of Clarence Carrigan, late American Consul at Montevideo, Uruguay, the sum of $7,000, being one year’s salary of her deceased husband, who died of illness incurred while in the Consular Service; and there is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, a sufficient sum to carry out the purposes of this Act.
