(/us/pvt/74/159).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That the Secretary Phillips Pipe Line Company. Right-of-way granted to. of War be, and he is hereby, authorized and empowered, under such terms and conditions as are deemed advisable by him, to grant to Phillips Pipe Line Company, its successors and/or assigns, an easement for a right-of-way for a gasoline pipe line over across, in, and upon Jefferson Barracks Military Reservation, Missouri: *Provided,* That such right-of-way shall be granted only upon a *Provisos.* Condition. finding by the Secretary of War that the same will be in the public interest and will not substantially injure the interest of the United States in the property affected thereby: *Provided further,* That all or any part of such right-of-way may be annulled and forfeited by the Secretary of War if the property is needed for governmental purposes or for failure to comply with the terms or conditions of any grant hereunder, or for nonuse or for abandonment of rights granted under the authority hereof.

Remittance of amount of bail bond to. of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, the sum of $2,000 to the American Surety Company, of New York, in full settlement of all claims against the Government of the United States, which sum was paid by it December 31, 1928, to the United States by reason of the forfeiture of the bail bond of Alex Terlizzi, who appeared in court and pleaded guilty of a charge of possession of liquor and paid a fine of $25: *Provided,* That no part of the amount *Proviso.* Limitation on attorney’s, etc., fees. appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the Penalty for violation.provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
