(/us/pl/73/428).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Judicial Code, amendment.Vol. 26, p. 67; [U.S.C., p. 886](/us/usc/p886). That section 99 of the Judicial Code, as amended (U.S.C., title 28, sec. 180), be amended to read as follows: " “Sec. 99. North Dakota.To constitute one judicial district.Divisions. The State of North Dakota shall constitute one judicial district to be known as the district of North Dakota.
The territory embraced on the 1st day of January 1932, in the counties of Adams, Billings, Bowman, Burleigh, Dunn, Emmons, Golden Valley, Grant, Hettinger, Kidder, Logan, McIntosh, McLean, Mercer, Morton, Southwestern.Oliver, Sioux, Slope, and Stark shall constitute the southwestern division of said district; and the territory embraced on the date last mentioned in the counties of Barnes, Cass, Dickey, Eddy, Foster, Griggs, LaMoure, Ransom, Richland, Sargent, Sheridan, Steele, Southeastern.Stutsman, and Wells shall constitute the southeastern division; and the territory embraced on the date last mentioned in the counties of Benson, Bottineau, Cavalier, Grand Forks, Nelson, McHenry, Northeastern.Pembina, Pierce, Ramsey, Rolette, Traill, Towner, and Walsh shall constitute the northeastern division; and the territory embraced on the date last mentioned in the counties of Burke, Divide, Northwestern.Indian reservations.McKenzie, Mountrail, Renville, Ward, and Williams shall constitute the northwestern division.
The several Indian reservations and parts thereof within said State shall constitute a part of the several Terms of court.divisions within which they are respectively situated. Terms of the district court for the southwestern division shall be held at Bismarck on the second Tuesday in March; for the southeastern division, at Fargo on the second Tuesday in December and at Jamestown on the second Tuesday in October; for the northeastern division, at Devils Lake on the second Tuesday in May and at Grand Forks on the second Tuesday in November; and for the northwestern Clerk’s office.division, at Minot on the second Tuesday in April.
The clerk of the court shall maintain an office in charge of himself or a deputy at each place at which court is held in his district.” " Approved, June 19, 1934. That section 3937 of the Revised Statutes (39 U.S.C. 407) is hereby amended to read as follows: " Unpaid letters.To be sent to dead-letter office.“All domestic letters deposited in any post office for mailing, on which the postage is wholly unpaid or paid less than one full rate as required by law, except letters lawfully free, and duly certified letters of soldiers, sailors, and marines in the service of the United States, shall be sent by the postmaster to the dead-letter office in Or other designated office.Washington, or to a post office designated by the Postmaster General, to be treated in the same manner as other undelivered letters.
But Collection of postage on delivery.in adjoining cities and in those adjacent districts of dense population having two or more post offices within a distance of three miles of each other, any letter mailed at one of such cities and/or offices and addressed to an adjoining city or to a locality within the delivery 1121of another of such offices, which shall have been inadvertently prepaid at the drop or local letter rate of postage only, may be forwarded to its destination through the proper office, charged with the amount of the deficient postage, to be collected on delivery.
