(/us/pvtl/73/333).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Ralph LaVern Walker.Payment to guardian, for loss of arm, etc. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any funds in the Treasury not otherwise appropriated, the sum of $500 to the legal guardian of Ralph LaVern Walker for the loss of his arm and other injuries as the result of an explosion of a cap on the site of Camp Gordon on February 23, 1929. 1427 Sec. 2.
That the United States Employees’ Compensation CommissionMonthly disability payments authorized. be, and it is hereby, authorized and directed to pay to the legal guardian of Ralph LaVern Walker the sum of $50 per month, beginning with the passage of this Act and continuing for the period of eight years: *Provided*, That no part of the amount appropriated*Proviso*.Limitation on attorney’s, etc., fees. in this Act in excess of $100 shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of $100 on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violatingPenalty for violation. the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceedingPayment to be in full settlement. $1,000: *Provided further*, That the above amounts shall be in full settlement against the Government.
