Payment to, for death of husband. of the Treasury be, and he is hereby, authorized and directed to pay to Sarah Ann Coe, widow of John Coe, deceased, out of any money in the Treasury not otherwise appropriated, the sum of $4,000 in full settlement for the death of her husband, who was killed on the morning of December 29, 1923, by a United States mail truck at Huntington, West Virginia.

Hilliard had made application for the benefits of the Employees’ Compensation Act within the one-year period required by sections 17 and 20 Vol. 39, p. 746. thereof: *Provided*, That no benefits shall accrue prior to the approval *Proviso*.
