J.Payment to persons Injured by explosions at naval ammunition depot. That the sum of $14,090.55 be appropriated, out of any money in the Treasury of the United States, to make payment of claims for property damage, death, or personal injury due to the explosions at the naval ammunition depot, Lake Denmark, New Jersey, July 10, 1926, to the respective persons and in the respective amounts as recommended by the Comptroller General of the United States and as fully set forth in House Document numbered 716, Seventy-first Congress, third session, Vol. 44. p. 1800;
Vol. 45, p. 2047.Limitation on payments.pursuant to the Act of March 2, 1927 (44 Stat., pt. 3, p. 1800), and the Act of February 2, 1929 (45 Stat., pt. 2, p. 2047). No part of the sums herein appropriated shall be paid to any insurance company or other indemnifier, nor shall any claimant be paid for the whole or that part of any claim for damages which has been paid to such claimant by an insurance company or other indemnifier. R. 6275](/us/bill/72/hr/6275).][[Private, No. 310](/us/pvtl/72/310).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Howard McKee.Payment to, for property damage. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, the sum of $915 to Howard McKee, of Rifle, Colorado, as compensation in full for loss of property destroyed by the fire on September 24, 1917, in the city of Lawton, Oklahoma, such loss having been the result of the inability of the fire department of the city of Lawton to control said fire because of lack of water, all available water for 1763firefighting purposes having been appropriated and being used by the War Department in connection with the training of soldiers at Fort Sill and Camp Doniphan: *Provided*, That before said claim is*Provisos*.Investigation, etc., of claim. allowed and paid the Comptroller General of the United States shall make an investigation of said claim to determine the extent and amount of said loss and damage, and said claim shall be adjusted in amount not in excess of the amount set out herein and upon certificate issued to said claimant by the said Comptroller General of the United States: *Provided further*, That no part of the amountLimitation on attorney’s, etc., fees. appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating thePenalty for violation. provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
