That the Secretary of the Navy be, and he is hereby, authorized and directed to award a Nicaraguan campaign badge to Captain James P.
Williams, now a captain in the United States Army, Headquarters and Headquarters Troop, One hundred and fifty-sixth Cavalry Brigade, United States Army, reserve, for services rendered the United States Government *Proviso.*No back pay, etc.in the Nicaraguan campaign of 1912 and 1913: *Provided*, That no bounty, back pay, pension, or allowance shall be held to have accrued by virtue of the passage of this Act. Approved, January 24, 1929.
