R. 2657](/us/bill/70/hr/2657).][[Private, No. 201](/us/pvtl/70/201).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the Secretary Thomas Huggins.Payment to, for property damages.of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, and in full settlement against the Government, to Thomas Huggins, the sum of $750 for damages sustained by him through use and operation of his premises by the Army for the maneuvers at American Lake, Washington, in 1906.
Sec. 2. That no part of the amount appropriated in this Act in Limitation on attorneys, etc., fees.excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys on account of services rendered or advances made in connection with said claim. 1986Penalty for violation. Any person or persons violating the provisions of this Act shall be deemed guilty of a misdemeanor, and upon conviction shall be fined in any sum not exceeding $1,000.
