That in the administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers William Morin, who was a member of Company G, Fifteenth Regiment Maine Volunteer Infantry, Civil War, shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a private *Proviso*.No back pay, etc.of that organization on the 17th day of September, 1864: *Provided*, That no bounty, back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
