Rynearson.Summoned before Army retiring board to inquire as to fitness, etc. That the Secretary of War, under the direction of the President, is hereby authorized, in his discretion, to order Oren W. Rynearson, late second lieutenant, United States Army, before a retiring board for the purpose of a hearing of his case and to inquire into and determine the facts touching the nature and occasion of his disability, and to find and report the cause which, in its judgment, has produced his incapacity, and whether such cause is an incident of the service, according to the Appointment as a second lieutenant, retired, on action of board, etc.statute, and that upon the findings of such board the President is further authorized, in his discretion, to nominate and, by and with the advice and consent of the Senate, to appoint said Oren W.
Rynearson, a second lieutenant, the grade which he had at the time of his resignation, and to place him on the retired list of the *Proviso.*No back pay, etc.Army: *Provided*, That no bounty, back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
