Burt.Promoted to captain, Army, retired. That the President be, and he is hereby, authorized to appoint and commission Clarence E. Burt, first lieutenant, United States Army, retired, to the grade Effective date.of captain, United States Army, retired, said grade being effective as of December 8, 1918, with the retired pay of captain, said pay*Proviso.*No back pay, etc. to be based on his length of service on January 29, 1920, the date of his retirement: *Provided*, That no bounty, back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
