Granted honorable discharge.of laws conferring rights and privileges upon honorably discharged soldiers or sailors, Frank Hanley shall be held to have been honorably discharged from the naval service as a landsman on board the United States ship Yantic on November 20, 1865: *Provided*, *Proviso*.No back pay, etc.That no back pay, compensation, or other benefit shall accrue prior to the passage of this Act. Approved, April 26, 1928.
