Res., No. 7](/us/bill/70/pubres/7).] *Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, * New Mexico.Consent given to vote upon proposed amendment to constitution of. That consent is hereby given and granted to the State of New Mexico and the qualified electors thereof to vote upon the question of amending the constitution of said State and to amend the same by the adoption of the following amendment proposed by the legislature of said State at its eighth regular session by H.
J. Res. 8, approved March 11, 1927, to be designated as Article XXIV, said amendment being as follows, to wit: " “Article XXIV “contracts for the development and protection of minerals on state landsProposed amendment. “Leases and other contracts, reserving a royalty to the State forContracts for development and protection of minerals on State lands authorized.Vol. 36, p. 557. the development and production of any and all minerals on lands granted or confirmed to the State of New Mexico by the Act of Congress of June 20, 1910, entitled ‘An Act to enable the people of New Mexico to form a constitution and State government and be admitted into the Union on an equal footing with the original States,’ may be made under such provisions relating to the necessity or requirement for or the mode and manner of appraisement, advertisement, and competitive bidding, and containing such terms and provisions, as may be provided by act of the legislature; the rentals, royalties, and other proceeds therefrom to be applied and conserved in accordance with the provisions of said Act of Congress for the support or in aid of the common schools, or for the attainment of the respective purposes for which the several grants were made.
” Consent also is given and granted to said State to enact such lawsConsent to enactment of effective laws. and establish such rules and regulations as it may deem necessary to carry such constitutional provision into full force and effect should the same be duly and legally adopted.
