CHAP. 194.— AN ACT To give a legal status to a submarine cable crossing the Mississippi River between Cairo, Illinois, and Bird Point, Missouri. April 27, 1910.[[H. R. 23254](/us/bill/61/hr/23254).][[Public, No. 154](/us/pl/61/154).] *Be it enacted by the Senate and House of Representatives of the United, States of America in Congress assembled*, That the crossing of the submarineMississippi River.cable of the Southeast Missouri Telephone Company, of Charleston, Missouri, Southeast Missouri Telephone Company may lay cable across, from Cairo.lll.,to Bird Point, Mo.across the Mississippi River from Cairo, Illinois, to Bird Point, Missouri, be. and the same is hereby, legalized, and the consent of Congress is hereby given to its maintenance by said company, subject, however, to all the provisions of the statutes now or hereafter in force relating to the preservation and protection of navigable waters: *Provided,* *Provisos.*That any changes in the said crossing which the Secretary of WarChanges.may at any time deem necessary and order in the interest of navigation shall be promptly made by the owners thereof at their own Secretary of War to approve plans, etc.expense: *Provided further,* That within sixty days from the approval of this Act, the said company shall furnish, for the files of the War Department, a drawing showing the location and plan of the cable crossing with reference to the banks, bed, and low water surface of the river.

April 29, 1910.[[S. 834](/us/bill/61/s/834).][[Public, No. 156](/us/pl/61/156).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Sec.1.That under and in accordance District of Columbia.with the terms and provision of the Act of Congress approved April Union Station.twenty-second, nineteen hundred and four, entitled "An Act to provide for payment of damages on account of change of grade due to construction Determination of damages to property of Sarah Edwards from changes of grade.of the Union Station, in the District of Columbia," as amended by the Act of Congress approved June twenty-ninth, nineteen hundred and six,Vol. 33, p. 251.the commission appointed under said Act is Vol. 34, p. 619.hereby authorized and directed to meet and view the property known as lot numbered one hundred and sixteen,Hearing by commission.according to the subdivision made by A.
B. Kelly, trustee, in square numbered six hundred and twenty-eight, as per plat of said subdivision in the office of the surveyor of the District of Columbia in Book Fourteen, at page one hundered and ninety-seven improved by house and premises numbered nineteen McCullough street northwest, Washington, District of Columbia, and hear testimony touching the damages to said property which have resulted from changes in the grade of streets, avenues, or alleys authorized by the Act of Congress approved February twenty-eighth, Vol. 32, p. 912/nineteen hundred and three, relating to the contruction of a union railroard station in the District of Columbia, and to appraise and determine the amount of damages if any, to which the owner of said property so affected by changes of grade may be entitled.
Sec.2.That if any of the parties interested, their personal representatives, Jury to consider appeal from award.or the Commissioners of the District of Columbia shall be dissatisfied with the appraisement or award of said commission, the court shall, on motion of the parties so dissatisfied, direct the United States marshal to summon a jury of seven disinterested men, not related to any person in interest, to meet and view the said property and to appraise and determine the amount of damages to which the owner of said property so affected by change of grade may be entitled, as provided in and by the aforesaid Act of Congress, so amended as aforesaid.
Sec.3.That a sufficient sum to pay the compensation and expenses Appropriation from District revenues.of said commission and the compensation of said jurors and the amount 337of any appraisement or award of damages made in favor of the owner of said property is hereby appropriated out of the revenues of the District of Columbia, and fifty per centum thereof shall be refunded Refund.to said District of Columbia by the United States.
