Grant.Payment to. thousand nine hundred and eighty-nine dollars and thirty-eight cents be, and the same is hereby, appropriated, out of any moneys in the Treasury not otherwise appropriated, to be paid to William S. Grant, in full satisfaction of his claims against the United States arising out of his contract to supply military posts in Arizona in the years eighteen hundred and sixty and eighteen hundred and sixty-one, said sum of money to be paid under the direction of the Secretary of War, who shall take proper releases and receipts from the said William S.
