Notwithstanding section 1101, the level for “Government Accountability Office, Salaries and Expenses” shall be $547,349,000, the amount applicable under the first proviso under that heading shall be $9,400,000, the amount applicable under the second proviso under that heading shall be $3,100,000, and the amount applicable under the third proviso under that heading shall be $7,000,000.
