## SEC. 141 PURPOSE **[**6041**]** It is the purpose of this part to provide for allotments to support a Protection and Advocacy system (hereafter referred to in this part as the “system”) in each State to protect the legal and human rights of individuals with developmental disabilities in accordance with section 142.
