## SEC. 1102 CIVILIAN PERSONNEL MANAGEMENT Section 129(a) of title 10, United States Code, is amended— ####

(1)in the first sentence, by striking “primarily” and inserting “solely”; and ####

(2)in the second sentence, by striking “solely”.
