## SEC. 11129 STANDARDS Section 109 of title 23, United States Code, is amended— ####
(1)in subsection (d)— #####
(A)by striking “
(d)On any ” and inserting the following: > > ### “(d) Manual on Uniform Traffic Control Devices > > > #### “(1) In general > > On any” > ; #####
(B)in paragraph
(1)(as so designated), by striking “promote the safe” and inserting “promote the safety, inclusion, and mobility of all users”; and #####
(C)by adding at the end the following: > > #### “(2) Updates > > Not later than 18 months after the date of enactment of the Surface Transportation Reauthorization Act of 2021 and not less frequently than every 4 years thereafter, the Secretary shall update the Manual on Uniform Traffic Control Devices.” > ; ####
(2)in subsection (o)— #####
(A)by striking “ Projects ” and inserting: > > ##### “(A) In general > > Projects” > ; and #####
(B)by inserting at the end the following: > > ##### “(B) Local jurisdictions > > Notwithstanding subparagraph (A), a local jurisdiction may use a roadway design guide recognized by the Federal Highway Administration and adopted by the local jurisdiction that is different from the roadway design guide used by the State in which the local jurisdiction is located for the design of projects on all roadways under the ownership of the local jurisdiction (other than a highway on the National Highway System) for which the local jurisdiction is the project sponsor, provided that the design complies with all other applicable Federal laws.” > ; and ####
(3)by adding at the end the following: > > ### “(s) Electric Vehicle Charging Stations > > > #### “(1) Standards > > Electric vehicle charging infrastructure installed using funds provided under this title shall provide, at a minimum— > > > ##### “(A) > > non-proprietary charging connectors that meet applicable industry safety standards; and > > > ##### “(B) > > open access to payment methods that are available to all members of the public to ensure secure, convenient, and equal access to the electric vehicle charging infrastructure that shall not be limited by membership to a particular payment provider. > > > #### “(2) Treatment of projects > > Notwithstanding any other provision of law, a project to install electric vehicle charging infrastructure using funds provided under this title shall be treated as if the project is located on a Federal-aid highway.” > .
