## SEC. 863 PURPOSES FOR WHICH THE DEPARTMENT OF DEFENSE ACQUISITION WORKFORCE DEVELOPMENT FUND MAY BE USED; ADVISORY PANEL AMENDMENTS ###
(a)In General Section 1705 of title 10, United States Code, is amended— ####
(1)in subsection (e)— #####
(A)in paragraph (1), by inserting “and to develop acquisition tools and methodologies, and undertake research and development activities, leading to acquisition policies and practices that will improve the efficiency and effectiveness of defense acquisition efforts” after “workforce of the Department”; and #####
(B)in paragraph (4), by striking “ other than for the purpose of ” and all that follows through the period at the end and inserting > “other than for the purposes of— > > > ##### “(A) > > providing advanced training to Department of Defense employees; > > > ##### “(B) > > developing acquisition tools and methodologies and performing research on acquisition policies and best practices that will improve the efficiency and effectiveness of defense acquisition efforts; and > > > ##### “(C) > > supporting human capital and talent management of the acquisition workforce, including benchmarking studies, assessments, and requirements planning.” > ; and ####
(2)in subsection (f), by striking “Each report shall include” and all that follows through the period at the end of paragraph (5). ###
(b)Technical Amendments Such section is further amended— ####
(1)in subsection (d)(2)(C), by striking “in each” and inserting “in such”; ####
(2)in subsection (f)— #####
(A)by striking “Not later than 120 days after the end of each fiscal year” and inserting “Not later than February 1 each year”; and #####
(B)by striking “such fiscal year” the first place it appears and inserting “the preceding fiscal year”; and ####
(3)in subsection (g)(1)— #####
(A)by striking “of of” and inserting “of”; and #####
(B)by striking “, as defined in subsection (h),”. ###
(c)Limitation on Availability of Funds for Certain Purposes Of the amounts authorized to be appropriated by this Act or otherwise made available for fiscal year 2017, not more than $35,000,000 may be obligated or expended for the purposes set forth in subparagraphs
(B)and
(C)of section 1705(e)(4) of title 10, United States Code, as added by subsection (a). ###
(d)Amendments to Advisory Panel on Streamlining and Codifying Acquisition Regulations Section 809 of the National Defense Authorization Act for Fiscal Year 2016 (Public Law 114-92; 129 Stat. 889) is amended— ####
(1)by amending subsection
(a)to read as follows: > > ### “(a) Establishment > > The Secretary of Defense shall establish an independent advisory panel on streamlining acquisition regulations. The panel shall be supported by the Defense Acquisition University and the National Defense University, including administrative support.” > ; and ####
(2)in subsection (d)— #####
(A)in paragraph (1), by striking “and analysis” and inserting “, analysis, and logistics support”; and #####
(B)by adding at the end the following new paragraph: > > #### “(3) Authorities > > The panel shall have the authorities provided in section 3161 of title 5, United States Code.” > .
