## SEC. 2303 PERSONNEL MANAGEMENT Section 1 of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2651a), as amended by this division, is further amended by adding at the end the following new subsection: > > ### “(g) Qualifications of Officer Having Primary Responsibility for Personnel Management > > The officer of the Department of State with primary responsibility for assisting the Secretary of State with respect to matters relating to personnel in the Department of State, or that officer's principal deputy, shall have substantial professional qualifications in the field of human resource policy and management.” > .
