The President of the United States is authorized and requested to enter into negotiations with the Government of Canada to determine—

### (a)

Nothing in this title shall limit the authority of the Secretary of the Interior or any other Federal official to grant a gas or oil pipeline right-of-way or permit which he is otherwise authorized by law to grant.
