That notice established a January 5, 2007 deadline date for eligible applicants to apply for funding under this program. As a result of the applications we received, thirty-four awards were made on March 6, 2007. In order to afford as many eligible applicants as possible an opportunity to receive funding under this program, we are reopening the AP Test Fee FY 2007 competition to eligible applicants that were not awarded funds on March 6, 2007. The EU-U.S. Atlantis program is a revision of the European Union-United States Cooperation Program in Higher Education and Vocational Education and Training. *Priority:* Under this competition, we are particularly interested in applications that address the following priority. *Invitational Priority:* For FY 2007 this priority is an invitational priority. Under 34 CFR 75.105(c)(1) we do not give an application that meets this invitational priority a competitive or absolute preference over other applications. Application Review Information *Selection Criteria:* The selection criteria for evaluating applications for this program are from 34 CFR 75.210 of EDGAR and are listed in the application package. VI. Award Administration Information 1. *Award Notices:* If your application is successful, we notify your U.S. Representative and U.S. Senators and send you a Grant Award Notification (GAN). We may also notify you informally. If your application is not evaluated or not selected for funding, we notify you. 2. *Administrative and National Policy Requirements:* We identify administrative and national policy requirements in the application package and reference these and other requirements in the *Applicable Regulations* section of this notice. We reference the regulations outlining the terms and conditions of an award in the *Applicable Regulations* section of this notice and include these and other specific conditions in the GAN. The GAN also incorporates your approved application as part of your binding commitments under the grant. 3. *Reporting:* At the end of your project period, you must submit a final performance report, including financial information, as directed by the Secretary. If you receive a multi-year award, you must submit an annual performance report that provides the most current performance and financial expenditure information as specified by the Secretary in 34 CFR 75.118. 4. *Performance Measures:* The Fund for the Improvement of Postsecondary Education (FIPSE) program has developed two performance measures that are considered indicators of the success of the program as a whole:
(1)The extent to which funded projects are being replicated (i.e., adopted or adapted by others); and
(2)the manner in which projects are being institutionalized and continued after funding. However, different indicators will be used to assess the success of the European Union-United States Atlantis Program, specifically,
(1)The percentage of students pursuing a joint or dual degree who persist from one academic year to the next (persistence); and
(2)the percentage of students who graduate within the project's stated time for completing a joint or dual degree (graduation). If funded, you will be asked to collect and report data from your project on steps taken toward achieving the goals of persistence and graduation. Consequently, applicants are advised to include these two outcomes in conceptualizing the design, implementation, and evaluation of their proposed projects. VII. ACTION: Notice of Proposed Subsequent Arrangement. SUMMARY: This notice is being issued under the authority of Section 131 of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2160). The Department is providing notice of a proposed “subsequent arrangement” under the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States and Argentina and the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States and Brazil. This subsequent arrangement concerns the retransfer of two fission counters from the Instrumentation and Control Department, National Atomic Energy Commission, Argentina, to the IPEN/MB/01 Research Reactor, San Pablo, Brazil. The fission counters each contain .01 g U235. IPEN/MB/01 Research Reactor is authorized to receive nuclear material pursuant to the U.S.-Brazil Agreement for Cooperation on Peaceful Uses of Nuclear Energy. In accordance with Section 131 of the Atomic Energy Act of 1954, as amended, we have determined that this subsequent arrangement will not be inimical to the common defense and security.
